Based on the study of the tendency of adults to commit behavioral offenses, this study will examine the extent to which the support of the student environment from the cultural aspects of the school environment in providing safety behavior adjustment at an early stage contributes to breaking the chain of unsafe behaviors. Based on forward-thinking reasoning with a theoretical consideration of the interventional relationship of constructs to key aspects, the absorption of elements of knowledge and attitudes will be maintained as well as become part of individuals ’behavioral experiences throughout their lives. The level of mastery of knowledge and attitudes generalized to behavior as an experience of internal motivating factors that they follow while at the primary school level is used as an indicator of the extent to which these aspects are applied to students in the school environment. The results of the early formation of these safety behaviors are expected to directly have a reciprocal effect on the breaking of the chain of propensity for individual behavioral offenses. For that purpose, this study will target primary school students in the Federal Territory of Labuan. Keyphrases: Pengetahuan, Persekitaran, pembentukan tingkah laku selamat, sikap
