Social Control in School Food: Solutions and Board Innovations in Pandemic Times.

Abstract

Part of the strategy to fight hunger in Brazil is related to the frequency and nutritional quality of meals made available to children and adolescents in their school environment. These meals offered, sometimes, are the only ones that many students have access to due to various factors of social vulnerability. The PNAE - National School Feeding Program is a reference for a sustainable program, a pillar that guarantees the right expressed in the Federal Constitution. The current model, according to regulations, gives the municipality the execution in its education network, while the supervision is up to the CAE - School Feeding Council, social control of a supervisory and deliberative character. The purpose of this article is to evaluate the performance of the Councils during the Covid 19 pandemic and what are the expectations in the post-pandemic period. This is an exploratory and documentary research with a qualitative approach, carried out in municipalities in the metropolitan regions of the State of São Paulo. The results indicate that, based on the treatment of
the survey carried out in 175 cities, only 10 share transparent data on the performance of the CAE, providing few indicators on the logistics of performance and the path of the student food kit.
