EU PPP Basic Substances: a Too Slow Integration into the Panel of Plant Protection Solutions

Abstract

•          Context

Basic substances are defined at EU level by article 23 of Regulation (EC) No 1107/2009. They are approved for an unlimited period. They have no maximum residue limit (MRL), environmental safety is proven, and are listed in Annex IV of Regulation (EC) No 396/2005. Plant protection can be done with more contamination prevention, less fear of residues, need for control and analytical problems, positive controls, downgrading and withdrawal from the market using certain types of pesticides. Some of them are already very important for organic farming while others represent a major interest, often driven by the organic production sector itself.

•          Methodology

Their file application is simplified compared to that of other substances, therefore with a lower cost, due to the fact that these are substances which are already marketed for a use other than phytosanitary.

•          Results

Currently, 24 basic substances are approved, of which 23 meet the definition of biocontrol. In addition, following the Implementing Regulation (EU) 2016/673 which transfers food substances of animal or vegetable origin, a very large part (21) is directly usable in organic farming (Executing Regulation (EU) 2021/1165).

•          Conclusion

Despite these results, these 24 approved substances barely conceal the other 34 : unapproved (21) and the work for extensions of use on the basic approved substances. Not to mention the substances declared inadmissible (2), withdrawn (11), or lying around for years and still in development (20).
